A radio communications system includes a base station that measures reception quality based on a pilot signal received from terminals in its service area and allocates radio resources to the terminals based on the reception quality. The base station generates scheduling information that specifies time for transmission of a pilot signal and a frequency band at which the pilot signal is to be transmitted such that transmissions from the terminals in the service area will not overlap. Each terminal performs transmission based on the scheduling information received from the base station.
