The cleaning device includes a first cleaning member for removing waste developers remaining on one of a transfer belt and a photosensitive medium; a support bracket for supporting the first cleaning member; a second cleaning member being disposed in one side of the first cleaning member and serving a role in removing the waste developers remaining on the first cleaning member; a developer transfer member for transferring the removed waste developers; and a base bracket unit for receiving the developer transfer member. On the basis of the cleaning device and the cleaning method, the image forming apparatus is provided with an effect on improved cleaning efficiency.
