Provided are a polymeric electrolyte or a nonaqueous electrolyte that can improve a transport rate of charge carrier ions by adding a compound having boron atoms in the structure, preferably one or more selected from the group consisting of compounds represented by the following general formulas (1) to (4), and an electric device such as a cell or the like using the same. ##STR00001## wherein R.sup.11, R.sup.12, R.sup.13, R.sup.14, R.sup.15, R.sup.16, R.sup.21, R.sup.22, R.sup.23, R.sup.24, R.sup.25, R.sup.26, R.sup.27, R.sup.28, R.sup.31, R.sup.32, R.sup.33, R.sup.34, R.sup.35, R.sup.36, R.sup.37, R.sup.38, R.sup.39, R.sup.310, R.sup.41, R.sup.42, R.sup.43, R.sup.44, R.sup.45, R.sup.46, R.sup.47, R.sup.48, R.sup.49, R.sup.410, R.sup.411 and R.sup.412 each represent a hydrogen atom, a halogen atom or a monovalent group, or represent groups bound to each other to form a ring, and Ra, Rb, Rc and Rd each represent a group having a site capable of being bound to boron atoms which are the same or different.
