The present invention relates to a wallpaper stripping composition and a concentrate therefor. The composition and the concentrate each comprise a phosphate salt or a mixture thereof; an oxidizing agent or a mixture thereof; the phosphate salt and the oxidizing agent forming a substantially shelf-stable oxidant source; a humectant or a mixture thereof and a compatible liquid or a mixture thereof. The wallpaper stripping compositions are useful in removing wallpaper.
