Halogenated polymers are prepared by a process comprising polymerizing at
least one halogen-containing monomer in an aqueous medium containing
monomer, radical initiator, and siloxane surfactant. The medium may
optionally contain one or more of an antifoulant, a buffering agent and a
chain-transfer agent.
