A new cultivar of Dianthus plant named `NOREEN` that is characterized by pronounced compact habit, fine-textured grey-green foliage, and flowers that are raspberry pink with a magenta center. In combination these traits set `NOREEN` apart from all other existing varieties of Dianthus known to the inventor.
