The present invention is generally directed to doped anatase-TiO.sub.2 compositions that exhibit enhanced photocatalytic activity. In a composition aspect, the present invention provides a nanosized, anatase crystalline titanium dioxide composition. The composition is doped with phosphorus, and the doping level is between 0.10 and 0.55 weight percent.
