A request message, similar to a request for counting, is broadcast to all mobile stations (109) within a coverage area (105) and may indicate a range, for example a signal-to-noise-and-interference ratio range. Mobile stations (109) responding to the request, use specific resources (303) corresponding to respective range values. The infrastructure (103) may use the received information to determine a modulation and coding scheme for PTM broadcast. The total number of responses to the request message may be limited by providing a probability factor within the request message.
