A catalyst comprising a di-ruthenium-substituted polyoxometalate, especially Na.sub.14[Ru.sub.2Zn.sub.2(H.sub.2O).sub.2(ZnW.sub.9O.sub.34).sub.2] with a Ru--Ru distance of 0.318 nm and a method of using the electrocatalyst to generate oxygen.
