The vehicle air-conditioner includes a calculator configured to calculate an average temperature on the face of the passenger. The vehicle air-conditioner includes a decision maker configured to decide whether the skin temperatures are within a deviation from the average temperature. The vehicle air-conditioner includes a controller configured to exclude skin temperatures over the deviation and to respond to skin temperatures within the deviation for controlling air-conditioning.
