The present biometric apparatus and method includes a device with a processor, a transmitter, a receiver, a microphone, a speaker, a global positioning system and a scanner, with the device being operated by a person, and includes the steps of receiving a designated signal with the device, emitting a radio signal from the device, sending with the radio signal identifying information on the person, and scanning with said scanner.
