Reforming fuel and oxidizing agent are first supplied to the reformer when
the system is started, and a rise in temperature by a partial oxidation
reaction is begun. Furthermore, the reforming fuel and the oxidizing agent
are supplied to a combustor, and a rise in temperature of the combustor is
begun simultaneously with the rise in the temperature of the reformer.
