The formulation comprises a pharmaceutical agent, an alkali metal alkyl sulphate, at least three micelle-forming compounds, a phenol and a propellant. The propellant provides enchanced absorption of the pharmaceutical agent in the buccal region. A process of making and a method of administering the composition are also included.
